These set of rules will go over the basics of Craft: Armor and Craft: Weapons.
Anyone with the proper training can craft. It takes training in the appropriate craft skill and no craft skill can be used untrained. Average DC for creating an item within that skill with no bonuses is 15. It will be that average of that item with no bonuses. However, there are certain class abilities that allow the creation of items that are such high quality, they come with enhancement bonus.
Mastercraft and Masterwork are roughly considered the same thing in this game.
Here is an example of class abilities that allow the creation of Masterwork items:
Apprentice Crafter gives the ability to create +1 armor and weapons.
Journeyman Crafter gives the ability to create +2 armor and weapons.
Master Crafter gives the ability to create +3 armor and weapons.
With this said, there are DCs to make and XP that must be used to create Masterwork armor and weapons with enhancement bonuses.

For example, a piece of armor that is +3 would require one DC 40 Craft: Armor check and cost a total of 750XP to produce. Each +1 takes 8 hours of work to produce, so a +3 piece of armor takes 24 hours to make. Failure on the craft check just means the armor takes longer to produce as the check can be made again. Each failure adds 8 hours to the armor creation.
